How does one decide which way to treat Thyrotoxicosis?

There is no best way to treat thyrotoxicosis. Drug treatment involves at least 9 months of therapy, and even then there is a 50% failure rate. Radioactive iodine may require several doses, cannot be used in pregnancy and necessitates long-term thyroid replacement. Thyroid surgery works immediately but has all the disadvantages of a surgical procedure.
